Answer: 25 cones stacked is about 9 inches tall. -

Would these blow away in a wind?
Answer: I use these to play with my rc cars. I have used them on days with wind gusts up to 20 MPH. Anything more I would say yes. Especially on smooth surfaces. -

Are these soft and flexible or hard/brittle?
Answer: Kind of in the middle. Definitely not like the large soft cones. They are only a few inches tall. They do have holes in the corner for anchoring but don't do well in wind on their own. Running them over would most likely break them.
