These Velcro Backed Flexible pads have diamonds embedded in them which makes them capable of grinding through a wide array of hard materials. However, it cannot be used to grind down painted concrete. Lower RPMs are better suited to their use, and these discs will work well with an orbital sander. If you have a 5" backer pad you can use them with an angle grinder. The speed of use and repetition of the process ultimately depend on the material type and desired finish.
